Amid lockdown, the Assam government has decided to start functioning of the departments of Assam Secretariat to ensure delivery of public services with effect from April 21 by adhering to some conditions.
The decision has been taken to operationalise the government functioning despite continuance of the nationwide lockdown up to May 3 following a Union home ministry directive issued on April 15 to contain the spread of COVID-19.

An office memorandum, issued by Dr M. Angamuthu, commissioner and secretary to the Assam secretariat administration department, on Saturday, said: “The seniormost Secretary/Head of the Administrative Department will ensure that officers of the rank of Deputy Secretary and above shall attend office of the Department regularly and other Grade-I and Grade-11 officers may attend office as required w.e.f 21.04.2020.”
The office memorandum said the seniormost Secretary/Head of the Administrative Department will ensure that up to maximum 33% of the staff of Grade-Ill and Grade-IV categories of the department as per requirement shall attend office on rotation as and when required on need basis with effect from April 21.
All personal staff attached in the office of the Ministers/Advisors/ senior-most Secretaries/OSDs shall attend office regularly with effect from April 21, it added.

“The concerned department will issue necessary order in this regard to per convenience of the department,” the office memorandum said.
However, these “instructions shall not apply to the offices and employees engaged in essential/emergencies services and those directly engaged in taking measures to control spread of COVID-19”, it said.
The office memorandum has the approval of the Assam Chief Secretary, Dr. Angamuthu said.
