Guwahati: The Mizoram government has introduced a strict screening mechanism for individuals seeking permission to consume alcohol for medical purposes under a newly launched special permit system in the state, where liquor remains largely prohibited.
The Excise and Narcotics Department recently began accepting applications for the permit, known as the โRed Card,โ which is intended exclusively for patients whose treatment requires limited alcohol consumption. Officials, however, said that no applications have been received since the scheme was announced.
Applicants will be required to produce a medical recommendation from a registered doctor explaining the necessity of alcohol as part of a prescribed treatment plan. The recommendation will then undergo detailed scrutiny by the concerned district medical superintendent before any approval is granted.
Authorities have made it clear that the permit is not designed to relax the state’s liquor restrictions but to accommodate exceptional medical cases. Only applicants who successfully complete the verification process will be eligible to receive the card.
Under the new framework, permit holders will be allowed to purchase alcohol in quantities determined by their medical prescriptions. The permit will remain valid for one year and will carry an annual fee of Rs 5,000.
As part of the initiative, the Excise Department has also established a dedicated outlet at its headquarters in Aizawl. The store will sell liquor confiscated during enforcement operations and later cleared by courts for disposal. Eligible cardholders will be able to purchase these products at prices significantly lower than prevailing market rates.
Officials said the arrangement reflects the state’s regulated approach to balancing public health concerns with the needs of individuals who may require alcohol-based treatment under medical supervision.
