KHADC chairman PN Syiem said the Meghalaya governor’s decision not to impose the administrator’s rule in the council led to his expulsion from the National People’s Party (NPP).
Syiem was elected as a member of the Khasi Hills Autonomous Council (KHADC) from Mawkhar-Pynthorumkhrah constituency on NPP ticket.

Syiem told reporters on Monday that the proceedings related to the ‘no confidence’ motion on November 20 and election of new chief executive member (CEM) on November 22 were conducted as per rules.
He said governor Tathagata Roy informed East Khasi Hills deputy commissioner Matsiewdor War Nongbri that he had approved the election of the new CEM.
Syiem said after his expulsion from the party, he has become an Independent member of the council.

“It is interesting that the council now has Independents both occupying the post of chairman and CEM,” the KHADC chairman said.
Asked if he would join the BJP or Congress, Syiem said, “I am not in a hurry to go anywhere as of now. I will continue as chairman of the KHADC as long as I enjoy the confidence of the House.”

“I was expelled from the party only because I follow the rules and the governor did not go as per the wish of the state government that wanted him to impose administrator’s rule in the KHADC,” Syiem said.
Syiem said the governor can always seek the advice of the state government but the governor also has his discretionary power to take decision on any matter.
When asked if the autonomous district councils (ADCs) should bypass the district affairs of the state government and send bills and decisions directly to the governor to get his approval, Syiem said the ADC is an autonomous body under the Constitution.
“Where is the autonomy of the district council if everything goes the district council affairs of the state government,” the KHADC chairman.
