Digboi: Assam Police’s policing framework was showcased in the Bihar Legislative Assembly when first-time MLA and former IPS officer Anand Mishra addressed the ongoing Budget Session.
Mishra discussed Assam’s high-tech policing system and suggested that Bihar consider modernization and technology upgrades in its law enforcement operations.
During the debate on the Home Department’s budget allocations, Mishra acknowledged the Nitish government for presenting a budget focused on strengthening the police force. He noted that increased allocations for modernization, surveillance infrastructure, mobility, forensic upgrades, and capacity building indicate the government’s intent to support internal security.
Mishra also pointed out that Bihar needs to address emerging challenges in crime, which is increasingly influenced by technology. Drawing from his experience as Superintendent of Police in Assam, he shared examples of his work in tackling anti-social networks and insurgency-related threats.
He noted that improvements in Assam’s policing were achieved through a combination of planning, training, and systemic modernization.
He explained that Assam’s approach included integrating digital surveillance, cyber intelligence units, real-time data sharing, and predictive policing models. According to Mishra, such an approach helped improve operational efficiency and public confidence in law enforcement.
Mishra referenced other states that have adopted technologically advanced policing systems, including centralized command-and-control centres and AI-driven crime analytics, suggesting that Bihar could implement similar practices.
He recommended the establishment of a state-wide digital policing grid linking police stations, forensic laboratories, district headquarters, and emergency response systems, along with training in cybercrime investigation, intelligence techniques, and data-driven policing.
He stressed that technology should be supported by public trust and credibility, noting that effective policing requires both technical capacity and community engagement.
The address received attention across party lines and was recognized as a substantive contribution to the budget discussion. By presenting Assam’s policing model, Mishra highlighted potential strategies for long-term improvements in Bihar’s law enforcement infrastructure.
As the Budget Session continues, the focus remains on ensuring that Bihar’s policing framework evolves to meet current and future operational needs.
