CDFJDC alleged that the displaced families have not received the funds released by the government as compensation.

The CDFJDC has alleged that the Chakma Rehabilitation and Resettlement Committee (R&R Committee) formed at the advice of Papum Pare deputy commissioner, has embezzled over Rs. 19 crore released by the government.

As advised by Papum Pare deputy commissioner Pige Ligu, a 10-member Chakma R&R Committee was formed with Bijoy Ranjan Chakma as the president, Sambasur Chakma as secretary and Dharmo Chakma as treasurer with Sadhan Kusum Chakma as de facto advisor.

The Chakma R&R Committee has Lalit Kumar Chakma, Bilash Chandra Chakma, Bodhisatta Talukdar, Bipin Chakma, Nefarani Chakma, SumotiRanjan Chakma and Premnath Chakma as executive members.

But the government is yet to fulfil the promises of “land for land, compensation against cropped areas, dwelling houses with drinking water supply, school, health centre, market haat and recreation centre” as per the negotiated assessment carried out by it, the CDFJDC said.

Demanding reconstitution of the R&R Committee, the CDFJDC in a press statement alleged that the “money meant for the displaced Chakma families under their rehabilitation and resettlement scheme” have been looted by some persons in connivance with the R&R Committee.

The objective of the R&R Committee was to inter-alia oversee and ensure smooth implementation of various activities under the rehabilitation and resettlement scheme meant for the displaced Chakma families.

“However, the R&R Committee was formed without knowledge of the affected families,” the CDFJDC alleged.

“Participatory decision-making process thereby democratic voice was totally ignored and as such the R&R Committee is not a credible entity. It was only after the committee was formed, the R&R Committee informed the affected families,” it stated.

It said Papum Pare deputy commissioner Pige Ligu made the payments to R&R Committee in their recurring bank accounts maintained at Punjab National Bank’s Itanagar Branch.

But the R&R Committee has “embezzled over Rs. 19 crores” the CDFJDC alleged.

The CDFJDC, naming some persons allegedly involved in the anomalies, has sought a CBI inquiry into the matter.
