Qualification & Experience :
- Regular M.Com/MBA (Finance) from recognized University/Institute with more than 55% or equivalent mark/grade
- Chartered Accountant/ Cost Accountant from a recognized University/ Institution.
- Experience of minimum 6 (Six) years in financial management functions. Knowledge and experience of working in PFMS including at least 2 (two) years should be in Government projects/ PSUs/ Government Institutes or undertakings or related fields.
Age: Upto 45 years as on 1st January, 2024.

Skills:
- Strong understanding of Government Accounting, Budgeting & Audit systems.
- Familiarity with financial norms & reporting of Government schemes/Missions etc.
- Timely handling of issues pertaining to financial management altogether.
- Exceptional degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material.
- Strong communication skills in English, Hindi and also Assamese Language.
- Must be computer savvy with sound working knowledge of MS-Office/Tally/Internet etc. is preferable.
Job Roles :
The Financial Management Spcec.alist will be
a) Responsible for according financial approvals/ recommendations against all matters related to the Mission
b) Responsible for timely submission of Utilization Certificate (UC) to Govt. of India.
c) Responsible for overall budget preparation with necessary inputs from the DWSCs and other members of Mission Directorate, SBM-G. He / She shall prepare the annual budget under the mission after due scrutiny and examination based on works plans, consolidated annual budget for the mission and ensure timely submission
d) Analyze and recommend necessary corrective measures with regards to the budget variances between planned expenditure and receipts and the actual expenditures and receipts of Mission Directorate, SBM-G/ DWSC
e) Liaise with the various departments in the State Secretariat to ensure timely and adequate flow of funds as per the approved work plans and utilization norms .
f) Overall monitoring and supervision of accounts of Mission Directorate, SBM-G and DWSCs and ensure that they are up-to-date
g) Ensure reasonableness of financial progress vis-a-vis physical progress reported by the technical staff and identify significant mismatches, if any
h) Examine the quarterly consolidated interim unaudited financial reports of the mission as per the mission objectives and submit for approval of appropriate authority
i) Ensure proper planning and execution of external and internal/ concurrent audits of the mission
j) Prepare necessary instruction for addressing the significant audit observations, if any, in a timely manner and communicate to the DWSCs with the approval of Mission Director
k) Prepare necessary instructions for addressing any major internal control lapses, if any, in a timely manner communicate to the DWSCs with the approval of Mission Director
