Guwahati: On May 18, the Mizoram Cabinet approved new instructions for the Inner Line Pass (ILP) system, which aims to improve regulation and surveillance of non-residents’ entry into the state. According to officials, the decision was made during a Council of Ministers meeting presided over by Lalduhoma.
Although the detailed provisions of the proposed Mizoram Inner Line Pass Guidelines, 2026 have not yet been officially announced, the revised framework is expected to simplify and strengthen the processes related to the issuance, monitoring, and enforcement of Inner Line Passes across the state.
The ILP system, enacted under the Bengal Eastern Frontier Regulation of 1873, requires non-tribal Indian nationals to get prior authorization before entering Mizoram. The mechanism aims to protect the state’s indigenous identity, culture, and demographic concerns.
According to Tourism Department officials, Mizoram has seen a significant increase in tourist arrivals since the railway line connecting Sairang near Aizawl became operational in September of last year.
The Cabinet also approved numerous other major initiatives, such as the Mizoram Startup Policy, 2026, the draft Mizoram Regulation of Fireworks Bill, 2026, and the formation of the Mizoram Urban Development Company under the Companies Act of 2013.
In another key step, former Mizoram Chief Secretary Renu Sharma, who will retire in October 2024, has been hired again as Advisor to the Mizoram Government.
The Cabinet also authorized the provincialisation of various Adhoc Grant-in-Aid schools, the Aizawl City Traffic Police Warden Scheme for 2026 and the draft Mizoram Engineering Service Rules 2026.
