Imphal: On the fifth day of the 7th session, the Manipur Legislative Assembly continued its budget session on Friday, with discussions and voting on 10 Demands for Grants for the financial year 2026–27.
The House passed a total sum of Rs 67,10,88,32,000 to meet expenditures for the fiscal year ending March 31, 2027.
Leader of the House and Chief Minister Yumnam Khemchand Singh laid the 10 Demands on the table, covering several key departments, including Transport, Labour & Employment, Tribal Affairs and Hills Development, Environment and Forest, Community & Rural Development, Planning, Rehabilitation, State Academy of Training, Minority and Other Backward Classes & Scheduled Castes Development, and Information Technology.
The major allocations approved include:
- Demand No. 6 – Transport: Rs 45,89,39,000
- Demand No. 13 – Labour and Employment: Rs 38,87,96,000
- Demand No. 14 – Department of Tribal Affairs & Hills Development: Rs 1,035,37,36,000
- Demand No. 19 – Environment and Forest: Rs 819,15,34,000
- Demand No. 20 – Community and Rural Development: Rs 1,403,93,64,000
- Demand No. 30 – Planning: Rs 2,413,86,95,000
- Demand No. 34 – Rehabilitation: Rs 747,78,92,000
- Demand No. 42 – State Academy of Training: Rs 12,05,01,000
- Demand No. 47 – Minority and Other Backward Classes & SC Development: Rs 115,95,49,000
- Demand No. 50 – Information Technology: Rs 77,98,26,000
Earlier, responding to a query raised by MLA Surjakumar Okram regarding the inflation rate, Chief Minister Yumnam Khemchand stated that the state’s inflation rate has declined compared to previous records.
He noted that Manipur recorded the lowest inflation rate in the country in January 2026 and the second-lowest in February 2026.
The CM added that the government is taking action to ensure the timely disbursement of salaries and pensions to increase financial flow in the state.
Addressing a supplementary question about a 10-month Income Tax exemption for business owners, CM Khemchand replied that while the matter falls under the jurisdiction of the Union Government, the state government would look into it.
Regarding a question from MLA Surjakumar Okram about the “Die-in-Harness” scheme and the appointment of Nodal Officers in every department, the Chief Minister stated that necessary actions to fill vacant posts will be taken as soon as possible, and the appointment of nodal officers will be considered.
Following these proceedings, the House was adjourned until 11:00 a.m. on March 16, 2026.
