Imphal: The 12th Manipur State Assembly on Thursday approved 12 Demands for Grants totaling Rs 8,208.80 crore for key departments during the fourth day of its 7th Session for the 2026โ€“27 financial year.

Chief Minister Yumnam Khemchand Singh, who also serves as the Leader of the House, presented the demands for discussion and voting.

The approved grants cover important sectors including Finance, Education, Co-operation, Agriculture, Animal Husbandry and Veterinary services with Dairy Farming, Election, Minor Irrigation, Panchayat, Sericulture, Water Resources, Horticulture and Soil Conservation, and Relief and Disaster Management.

Manipur Assembly approves Rs 8,208.80 crore in grants for key departments, with CM Singh addressing finance, agriculture, and relief. The Finance Department received the largest allocation, amounting to Rs 3,532.11 crore, while Education was granted Rs 3,077.43 crore.

Other departments received Rs 371.78 crore for Water Resources, Rs 346.51 crore for Relief and Disaster Management, Rs 257.39 crore for Agriculture, and Rs 134.83 crore for Animal Husbandry and Veterinary services including Dairy Farming.

Additional grants include Rs 132.53 crore for Panchayat, Rs 108.95 crore for Horticulture and Soil Conservation, Rs 108.91 crore for Minor Irrigation, Rs 82.22 crore for the Election Department, Rs 29.64 crore for Co-operation, and Rs 26.46 crore for Sericulture.

During the session, MLA Surjakumar Okram raised starred and supplementary questions. The Chief Minister addressed issues related to medical assistance for Internally Displaced Persons (IDPs) and the rising number of suicides reported in relief camps.

He assured the Assembly that the government would conduct a detailed investigation and present its findings before the session concludes.

On the stateโ€™s financial position, Singh clarified that borrowings remain within the authorized limits, and all loans have been taken according to official guidelines. He also pointed out that the interest ratio currently stands at around six percent, reflecting economic stability.

Over the years, the Gross State Domestic Product (GSDP) borrowing ratio has improved, declining from roughly 70 percent in 2005โ€“06 to 41 percent in 2024โ€“25, and is expected to reach about 40 percent in 2025โ€“26, signaling steady progress in fiscal health.

Several cut motions were submitted by MLAs K. Meghachandra Singh and Th. Lokeshwar Singh on different departmental grants.

Responding to these, Singh reiterated the significance of agriculture as a major source of state revenue and announced that departmental inquiries would be conducted into alleged irregularities in the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and issues in the PM-KISAN scheme.

Regarding compensation for farmers affected by violence, the Chief Minister reported that 5,808 farmers had received Rs 34.13 crore during 2024โ€“25. He added that a new list identifying 10,286 affected farmers had been submitted, which the government will verify before taking further action.

Following the Chief Ministerโ€™s responses, all opposition cut motions were withdrawn, and the Assembly approved all the demands for grants. The House was adjourned until 11 a.m. the following day for the continuation of the session.
