Imphal: The Manipur Cabinet, chaired by Chief Minister Yumnam Khemchand Singh at the Civil Secretariat in Mantripukhri on Tuesday, August 11, approved a 12-point agenda covering healthcare, sports infrastructure, transport penalties, media welfare and administrative and legislative matters across the state.
The state administration decided to recommend September 2, 2026, as the date for the Governor of Manipur to summon the eighth session of the 12th Manipur Legislative Assembly.
The Cabinet also granted in-principle approval for the establishment of a state-run medical college in Senapati district. The proposed medical college is aimed at addressing healthcare gaps in remote areas and will have an annual intake capacity of 100 MBBS students.
The existing Senapati district hospital will undergo major infrastructure upgrades to meet the regulatory requirements for a fully functioning medical college.
The Cabinet approved revised cash incentives for sportspersons representing Manipur at the Asian Games and Commonwealth Games.
The rewards for Commonwealth Games medalists have been fixed at Rs 20 lakh for gold, Rs 15 lakh for silver and Rs 10 lakh for bronze. Athletes who qualified for and participated in the Games will receive a participation grant of Rs 4 lakh.
The revised incentive framework will also apply retrospectively to Manipuri athletes who competed in the 2026 Commonwealth Games held in Glasgow.
The Cabinet also approved the promotion of Shushila Devi to the newly created post of Deputy Superintendent of Police (Sports).
Olympian and Arjuna Awardee K Chinglensana Singh was cleared for appointment as Deputy Director (Sports Promotion) under the Youth Affairs and Sports Department.
The Cabinet further approved the creation of the Manipur Sports Development Foundation as a Section 8 government company.
The foundation will focus on mobilising and leveraging Corporate Social Responsibility (CSR) funds. Its board will comprise senior government officials and experts in sports science, finance and sports administration.
In another decision, the Cabinet approved land allotment at Kha Bishnupur to the All Bishnupur District Working Journalists for the construction of a Press Club office building.
The Cabinet also approved a one-time reduction in penalties for delayed renewal of vehicle fitness certificates for the period from February 1, 2020, to December 31, 2025. The daily penalty has been reduced from Rs 50 to Rs 10.
Following the meeting, Chief Minister Yumnam Khemchand Singh said on social media that all 12 agenda items had been thoroughly examined through consultations.
He said his administration remained committed to transparent, accountable and citizen-focused governance and to ensuring that policy decisions translate into welfare outcomes for the people of Manipur.
