The Assam Government will implement the Assam Employees Parental Responsibility Norms for Accountability Monitoring Act,2017 or PRANAM Act in short from October 2.

Assam Finance Minister Dr Himanta Biswa Sarma announced this on Friday during a press conference in Guwahati.

It may be mentioned that the Assam Cabinet gave nod to the implementation of the Act on July 23 last.

Talking to the media, Himanta Biswa Sarma informed that the State Government would form a PRANAM Commission.

“A retired Additional Chief Secretary level officer would be appointed as Chief Commissioner of the PRANAM Commission. Besides, two social workers or retired commissioner level officers would be appointed as commissioners of the commission,” Sarma said.

Sarma also said, “PRANAM Commission will be a quasi judicial authority. The authority will have the supreme power to decide any issue related to PRANAM Act.”

Talking about the beneficiaries, Sarma said that around 4 lakh people would be benefited by the Act.

Talking about the procedure, Sarma said, “The Drawing and Disbursing Officer (DDO) would be the designated authority to hear the claims of the applicants. The DDOs will have to dissolve the matter within a month. The director of the specific department under which a person has been working as a Government employee would be the appellate authority who has to dissolve the matter within two months. The parents can also file complaint at PRANAM Commission who has to dissolve the matter within three months.”

The Assam Legislative Assembly passed the PRANAM Act on September 15, 2017.

According to the Act, completely dependent parents can demand 10 per cent of their child’s salary, if the he or she is a Government employee. The 10 per cent of the salary of the person, deducted for the dependent parents, would be transferred to his/her parent’s bank account directly.
