The Budget Session of Assam Legislative Assembly will begin from Monday and finance minister Himanta Biswa Sarma will table the state budget on March 6, instead of March 4.

This will be Sarbananda Sonowal-led government’s last full-fledged budget.

The Budget Session’s calendar was revised as there will be elections for three Rajya Sabha in the state on March 26.

Now, there will be 14 working days during the Budget Session, instead of 12 and the session will continue till March 30.

On Monday, Speaker Hitendra Nath Goswami will announce the Report of the Business Advisory Committee settling the Business for the Budget Session of the Assembly.

Goswami will announce the names of the members constituting the panel of Chairmen under Rule 9(1) of the Rules of Procedure and Conduct of Business in Assam Legislative Assembly.

The announcement of names will be followed by laying of ordinance, reports and rules and reports of various Assembly committees will be presented.

This will be followed by the motion for election of members to various government committees and boards.

This will be followed by the introduction of government Bills and the presentation of the list of Supplementary Demand for 2019-20.

On Tuesday, Private Members Business will be held with Bills, resolutions, special motion and motion.

New government Bills will be introduced on March 4 and voting on Supplementary Demand for Grants for 2019-20 and introduction, consideration and passing of the Assam Appropriation Bill (No I), 2020, will take place on March 5.

Assam finance minister Himanta Biswa Sarma on March 6 will present the Annual Financial Statement (Budget Estimates) of the Government of Assam for the year 2020-2021.

On March 7, March 10 and March 11 there will be a general discussion on the Budget.

From March 12 to March 23 there will be recess for Department Related Standing Committee (DRSC) meetings and the session will resume on March 24.

Apart from Question Hour, there will be a presentation of reports of DRSC and Voting on Demand for Grants on March 24 and voting on Demand for Grants will continue on March 25 and March 26.

Introduction, Consideration and passing of Assam Appropriation Bill (No II), 2020, will take place on March 26.

On March 27, there will be Government Business with consideration and passing of government Bills.

This will be followed by any other government business remaining unfinished.

On March 28, the Budget Session will have the Speaker’s Initiative.

The Budget Session will be adjourned sine dine on March 30.
