Two-day Manipur Assembly session adjourned sine die

The two day Manipur Assembly session concluded sine die on Tuesday afternoon.

On the concluding day, the House of 60 legislators witnessed question and answer sessions and a call attention motion on the report of outbreak of Japanese Encephalitis (JE) in the State.

Two opposition members had moved a motion in the day’s session.

Replying to the call attention by opposition congress MLAs Kh Joykishan (Thangmeiband) and Surjakumar Okram (Khangabok), the state health and family welfare minister L Jayentakumar informed the House that altogether 232 cases of suspected Japanese encephalitis were detected in the state so far in the current year.

Out of them, five persons from four districts of the State succumbed to it, Jayentakumar said.

He added that the disease was also detected in the State as a global phenomenon.

However the number of cases in the previous years is comparatively low.

Three persons, out of 85 suspected cases, lost their lives in 2018 while 11 out of 195 cases in 2017, he said.

Similarly there was a report of one death case out of 47 suspected cases in 2016.

But no death was reported despite detecting six suspected cases in 2015.

However the health minister claimed that the situation is ‘not so alarming’ considering the existing facilities and necessary medicines are in stock for a month.

He said the government has opened free diagnosis centres at three hospitals in Imphal and Churachandpur town.

Reacting to opposition member Joykishan’s demand, the minister also assured that necessary precautionary measures such as fogging will be taken up in Thangmeiband area in Imphal soon.

At this juncture, MLA Surjakumar continued to urge the state authority to provide the necessary facilities to tackle the disease as done in Assam as Manipur is on an alarming stage for the disease after Bihar and Assam in the country.

Earlier the respective ministers including chief minister N Biren who holds the Home portfolio gave answers to seven starred questions out of listed 12 questions on different departments.

Replying to a question by Ukhrul MLA Alfred Kanngam Arthur, education minister Th Radheshyam said that there is no shortage of teaching faculty in Pettigrew College, Ukhrul district.

Only 198 students have been enrolled in the college in the current academic session.

All 38 sanction post has been filled up and another 11 guest lecturers have also been engaged so far.

Biren who is the leader of the House also laid the state finance audit report of the controller and auditor general of India for the year ended March 31, 2018 on the table of the house.

At the same time, the House also elected members of three financial committees on public accounts, estimates and public undertakings, for the financial year 2019-20.

Later the Assembly Speaker Y Khemchand adjourned the House sine die.
