Aizawl: At least 1,177 non-tribal people have been pushed back from Mizoram for violations of Inner Line Permits (ILPs) in the past two years, Home Minister K. Sapdanga informed the state Assembly on Friday.
In a written reply to a query from opposition Congress member C. Ngunlianchunga, the Home Minister said more than 3.39 lakh ILPs were issued from various districts and ILP issuing centres during 2024 and 2025.
Of these, over 3.17 lakh were temporary, while the remaining 22,185 were regular ILPs, he said.
Sapdanga added that 1,59,608 ILPs were issued to non-locals in 2024 and another 1,80,384 in 2025.
During the past two years, the highest number of ILPs was issued from Kolasib district at 1,90,528, followed by Aizawl district at 1,23,063. Of the ILPs issued from Aizawl, 46,482 were issued at the ILP counter in Lengpui Airport.
The Home Minister further stated that revenue amounting to Rs 15.12 crore was generated through the issuance of ILPs during the same period.
Meanwhile, Mizoram’s apex student body, Mizo Zirlai Pawl (MZP), has demanded a revamp of the existing framework to strengthen enforcement of the ILP regime, following reports of rising influx and circumvention of protocols.
Recently, during a press conference in Aizawl, MZP leaders said an increasing number of non-locals are securing entry into Mizoram via โself-sponsorshipโ or through the sponsorship of other non-local entities, thereby bypassing the traditional requirement for indigenous permanent resident endorsement.
The MZP urged the state government to close existing regulatory loopholes and demanded the immediate rescission of two notifications issued in 2016 and 2017.
These provisions currently allow non-tribal trade licence holders to act as self-sponsors and authorise the sponsorship of up to five subordinate managers or labourers, measures that the MZP maintains undermine the integrity of the ILP system and jeopardise the demographic stability of the Mizo people.
