The Ministry of Parliamentary Affairs has proposed to implement a mission mode project in Meghalaya – ‘National e-Vidhan Application’
The ‘National e-Vidhan Application’ under the digital India programme will ensure that the state Assembly functions fully paperless or e-Assembly.
A one-day workshop was organised for members of the Meghalaya Legislative Assembly and staff of the Assembly secretariat as well as for officers of various departments of the state government at the annexe hall of the state Assembly, Rilbong, in this regard.
Assembly Deputy Speaker, Timothy D Shira, inaugurated the workshop. Only few legislators attended the workshop.
National e-Vidhan Application (NeVA) is a mission mode project under the digital India programme and the Ministry of Parliamentary Affairs is the nodal ministry for its implementation in all the 31 States/UTs with legislatures.
NeVA aims to bring all the legislatures of the country together, in one platform, thereby creating a massive data depository without having the complexity of multiple applications.

It provides paperless Assembly or e-Assembly, a concept involving electronic means to facilitate the work of Assembly.
Ministry of Parliamentary Affairs secretary Surendra Nath Tripathi gave a presentation on the features of NeVA.
The funding of NeVA is through the central-sponsored scheme at 90:10 for Northeast and hilly States and 100 per cent for UTs.
NeVA enables automation of entire law-making process, tracking of decisions and documents and sharing of information.
Through the cloud technology, data deployed can be accessed anywhere at any time. Himachal Pradesh is already the first digital legislature of the country.
The state government will also play its role in the implementation of e-Vidhan: The state government will appoint a secretary level officer to be designated as the nodal officer/representative for e-Vidhan implementation in the state legislature.
The state government will bear the funds required for running of e-Vidhan mission mode project after three years.
