Imphal: A Special Judge of the National Investigation Agency (NIA) court in Imphal West on Monday framed charges against Mark Thangmang Haokip, president of the self-styled Government of Peopleโs Democratic Republic of Kukiland.
Haokip (40), a resident of Molnom village in Churachandpur district and son of Limkhosei Haokip, has been accused of conspiring to secede from India and of waging, or attempting to wage, war against the Government of India. He has been charged under Section 13 of the Unlawful Activities (Prevention) Act, 1967, and Section 648 of the Indian Penal Code.
The court fixed February 9, 2026, for recording his plea. Haokip was produced before the Special NIA court through video conferencing for the charge hearing.
According to the charge sheet, Haokip was arrested on May 30, 2022, from Kishangarh in New Delhi for allegedly spreading propaganda through social media with the intent to create instability, fuel communal hatred, and incite violence to further the objectives of the Democratic Republic of Kukiland.
Investigators said his actions contributed to escalating communal tension and hostility between the Meitei and Kuki communities in Manipur.
The charge sheet further stated that a diary recovered from Haokip revealed plans to establish sovereign authority over the proposed โKukiland,โ which allegedly includes territories in India, Myanmar, and Bangladesh. Authorities also seized materials indicating that he was involved in forming an organisation that operated a website, www.kukigovt.com, to disseminate its ideology and allegedly conspire against the Union Government.
