Imphal: The Kuki-Zo Council (KZC) has threatened to launch a “full-fledged agitation” if the Centre fails to address its administrative, humanitarian and security concerns by October 10, 2026, while accusing the National Investigation Agency (NIA) of selective operations against the community.
In a statement, the KZC said Kuki-Zo people were facing severe shortages of food and essential commodities in parts of Kamjong, Kangpokpi, Noney and Tamenglong districts due to an economic blockade imposed by the United Naga Council (UNC).
The council also expressed concern over what it described as “selective and disproportionate” NIA operations in Kuki-Zo areas. It alleged that innocent civilians were frequently summoned for questioning without adequate justification, while fewer such operations appeared to be conducted in Naga and Meitei areas.
The KZC further said the bodies of Kuki-Zo people allegedly killed by Naga armed groups would not be buried until an appropriate and acceptable resolution was reached.
The council demanded the re-imposition of President’s Rule in Manipur, pointing to the period between February 2025 and February 2026 when President’s Rule was in force. It said no Kuki-Zo civilian was killed during that period.
“The Government of India must… ensure the safety and protection of the Kuki-Zo people, and hold those responsible for atrocities and violence accountable,” the council said.
It also sought a clear and substantive update on the status and progress of the Kuki-Zo political demand and called for concrete steps towards what it described as an appropriate and acceptable political resolution.
The political demand refers to a Union Territory-like “separate administration” for the Kuki-Zo community.
