Imphal: Approximately 10,000 internally displaced persons (IDPs) from more than 2,200 households, sheltering in various relief camps set up by the government and civil society organisations across the state, have been resettled, while another 4,000 houses are under construction, officials reported on Wednesday.
The reports came after the Coordinating Committee on Manipur Integrity (COCOMI) had scheduled a mass protest rally to the Raj Bhavan (now Lok Bhavan) on January 12, 2026, reminding the government of its assurance to resettle IDPs by the end of December 2025.
COCOMI convenor Khuraijam Athouba announced the next course of action.
The government had given a concrete assurance to CSOs on July 3, 2025, that IDPs would be resettled by December 2025 and the camps closed by the same month, but the announcement has not yet been fully implemented.
Notably, the Manipur government stated that the number of IDPs has decreased from 62,000 to 57,000, with some, including those from Churachandpur and Kangpokpi districts, having already returned home.
Officials said the resettlement strategy, guided by the central government under its Rs 523 crore package from the Resettlement and Rehabilitation Program of the 2025โ26 Manipur Budget, is divided into three phases: resettling families with partially damaged houses, those under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) scheme, and families requiring inter-district relocation between the Valley and Hill districts.
The government provides financial assistance of Rs 1.3 lakh to each affected family to rebuild their homes.
In the ethnic clashes between the Meiteis and Kuki-Zo that erupted on May 3, 2023, over 260 people lost their lives, nearly 62,000 were rendered homeless, and around 8,000 homes belonging to the warring communities were destroyed.
