To facilitate real time monitoring of expenditure, all 18 treasuries and sub-treasuries in Manipur are equipped with online mode giving easy and quick access.
Disclosing this to reporters in Imphal on Thursday, Director Ch Ajit Singh of Treasuries & Accounts said 11 district treasuries and seven sub-treasuries which are fully functional in the State have also been converted to banking treasuries.

Ajit Singh said government payments including payment of salaries and personal entitlements to employees, vendor payments, payment of pension to pensioners/family pensioners have been done through treasuries and sub-treasuries.
Receipts from various states’ own tax and non-tax resources including receipts from sale of stamps (judicial & non-judicial) have also been done by the department.
Regarding accounts, he said, monthly civil accounts are compiled by the respective treasury offices and are furnished to the office of the Accountant General (AG), Manipur.

On digitization of pension records, he said that infrastructures of some of the treasuries & sub-treasuries are poor and construction of Thoubal treasury and Kakching sub-treasury are in full swing and it will be completed within this year.
On Public Financial Management System (PFMS) & Direct Benefit Transfer, he said, PFMS has been implemented in the State and State Project Management Unit (SPMU) has been set up and opened at the Directorate of Treasuries & Accounts.
A total number of 2535 agencies under the State Government which are implementing CSS have been configured by the SPMU till date.
He further stated that the total number of agencies in the State that have been registered on PFMS has reached almost 10,000 and all state government nodal departments have completed the registration process. 24,641 DBT transactions have been made through the PFMS platform till date.
On updating photos of pensioners, Treasury Officer of Imphal West, K Rinita Devi said, updating photos of each pensioner has been carried out twice in a year.
Updating photos has also been carried out by sending officials to the households if the pensioner cannot come to the treasury.
Deputy Director of the department, Ksh Imokanta Singh said, National Pension System (NPS) was implemented mandatorily for all state government regular employees joining services on or after January 1, 2005.
The total number of NPS subscribers as on January 29, 2018 is 34,169.
