In order to enhance transparency and efficiency of the government, Manipur Chief Minister N Biren Singh launched the official website of the Chief Minister’s Office and Manipur Police Citizen Portal.
The CMO website is – www.cmmanipur.gov.in and the Manipur Police Citizen Portal is – https://mnpcitizenportal.gov.in.

Launching the website and the portal at the Chief Minister’s Office on Thursday, Chief Minister N Biren said the primary objective of the present government is to simplify the way of life of the people in the region.
He also said that the website would act as an interface for the citizens living outside the State as well as an interface to the Grievance Cell.
Through the website, the citizens will also get access to the latest news and important events related to Chief Minister’s Office.

“One of the key features of the website is ‘Manipur Connect’ where citizens including students residing outside the State can register themselves and raise issues and concerns related to education, racism, harassment and corruption,” the CM said.
“The State government would provide the registered list of our citizens so that State government would officially request each and every concerned State government official to protect and provide security to our citizens round the clock,” he added.
Registered students would get some benefits such as financial assistance of Rs 2 lakh and Rs 50,000 in case of death and serious injury respectively.
With the launch of the website, one will be able to link with the newly-launched ‘Grievance Cell’ which will provide one-step solution for citizens to lodge their grievances to the various departments, after which they can monitor the status or progress of their complaints.
Regarding the Manipur Police Citizen Portal, Chief Minister Biren, who also holds the home portfolio, said that the objective of this website is to establish a cordial relationship and to bridge the communication gap between the people and police in the State.
He added, “An individual can lodge any complaint through the website without their physical presence in the police station.”
N Biren Singh further stated that the anonymity of the complainant would be upheld at any circumstances.
The Manipur Police Citizen Portal is aimed at making police functioning people-friendly, improving the delivery of citizen-centric services through effective usage of ICT (Information and Communication Technology).
Its aim is also to make the police department more transparent by automating the functioning of police stations.
The Manipur Police Citizen Portal is a part of the CCTNS project, a mission mode project governed by Ministry of Home Affairs, Government of India.
The features of the website include lodging of complaints, request for verification, request for no-objection certificates and those requests will automatically get forwarded to the respective police stations.
The complaints’ status will also be automatically updated.
Useful information like missing person’s details, unidentified dead bodies will also be made available in the Citizens’ Portal.
People can give any suggestions/tips regarding various issues through the website.
