Guwahati: Tier-2 and Tier-3 cities in Assam are likely to emerge as key beneficiaries of the Union Budget 2026–27, as the Centre has renewed its focus on improving infrastructure, civic amenities and connectivity in smaller urban centres, officials said on February 1.

The Budget lays out a targeted strategy to upgrade towns and temple-centric urban areas that have long lagged behind metropolitan cities in access to basic services. Officials said this direction closely reflects Assam’s urban growth pattern, where much of the population and economic expansion is occurring in emerging cities rather than large metros.

Beyond urban infrastructure, the Budget’s strong emphasis on micro, small and medium enterprises is expected to provide a boost to local economies in these towns. Assam has a wide MSME presence across trade, services, agro-processing and small manufacturing, sectors that are deeply linked to Tier-2 and Tier-3 urban markets.

The northeastern region has also been given prominence under the ‘Purvodaya’ framework. The proposal for an integrated East Coast Industrial Corridor, including a linked industrial node at Durgapur in West Bengal, is expected to improve industrial and transport connectivity. Officials said better linkages could expand market access for businesses based in Assam’s smaller cities.

Urban mobility is another focus area, with the Budget proposing the deployment of 4,000 electric buses across eastern and northeastern states. The move is expected to strengthen public transport systems in mid-sized towns across the region.

Tourism could also bring gains for Assam’s Tier-2 cities. The Budget has proposed developing five major tourism destinations across the ‘Purvodaya’ states, along with a Buddhist Circuit covering Arunachal Pradesh, Sikkim, Assam, Manipur, Mizoram and Tripura. The initiative will prioritise conservation of temples and monasteries, improved connectivity and better visitor facilities.

In the healthcare sector, the Budget has proposed upgrading the National Mental Health Institute in Tezpur into a Regional Apex Institution, a step officials said would strengthen specialised healthcare services in upper Assam.

Officials said the combined emphasis on smaller cities, local enterprises and region-specific infrastructure could help drive more balanced and inclusive urban development across Assam in the years ahead.
