The Shyam Jagganathan panel probing the killing of 73-year-old physician Deben Dutta at a tea garden in Jorhat district has submitted its inquiry report.
Sources said the one-man inquiry panel headed by S Jagannathan, commissioner and secretary, finance, submitted the report on Thursday to Assam government.

Dutta was lynched by a mob on August 31 at Teok Tea Estate in Jorhat district following the death of a tea garden worker.
Assam chief minister Sarbananda Sonowal had on September 7 ordered a probe into incident and asked the Shyam Jagganathan committee to submit its report within a month.
The probe panel was asked to fix the responsibility for the lapses on the part of any authority and suggest measures to be adopted to prevent recurrence of such incidents in future.

Dutta died of his injuries after he was thrashed by the workers of the tea estate because he was not present when a temporary worker died at the estate hospital.
Physician Dutta had retired long ago and was serving on extension at the tea estate.
A total of 26 people were arrested from the Teok Tea Estate in connection with the lynching of the doctor.
