Assam ULFA rehabilitation

Guwahati: The Union Budget 2026-27 has allocated Rs 500 crore as a special package for the United Liberation Front of Asom (ULFA), aimed at supporting the rehabilitation of surrendered members and helping them resettle into society.

The Ministry of Development of North East Region (DoNER) will oversee the funds, according to budget documents submitted to Parliament.

The funding comes after the December 29, 2023, Memorandum of Settlement signed by the Centre, Assam government, and pro-talks ULFA faction led by Arabinda Rajkhowa.

The agreement represented an important move toward ending Assam’s prolonged insurgency, focusing on the rehabilitation of former militants, financial aid, and lasting stability.

The DoNER Ministry will receive Rs 6,812.3 crore in the 2026-27 financial year, a sharp rise compared with last year’s revised estimate of Rs 4,479.2 crore.

A significant portion of this funding will support major projects in the Northeast, such as the North East Special Infrastructure Development Scheme with Rs 2,500 crore, the Prime Minister’s Development Initiative for North East Region (PM-DevINE) at Rs 2,300 crore, and Rs 825 crore allocated for various programs run by the North East Council.

Apart from the ULFA rehabilitation package, the Union Budget allocates funds specifically for Assam, with Rs 200 crore for Karbi Anglong, Rs 156 crore for the Bodoland Territorial Council (BTC), and Rs 70 crore each for projects supporting the Adivasi and Dimasa communities.
