Digboi: The Office of the Chief Executive Officer, Zilla Parishad, Tinsukia, Government of Assam, has issued a clarification regarding the news article titled โ€œAssam: Over 13,000 works stalled under Employment Guarantee Act,โ€ published on www.nenow.in on January 22, 2026.

The clarification states that the news report is based on the R8.3.4 DPR Frozen Status Report generated from the MGNREGA Management Information System (MIS). It points out that interpreting the term โ€œfrozenโ€ as โ€œstalledโ€ is factually incorrect and has created a misleading impression about the status of MGNREGA works in Tinsukia district.

Under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), a Detailed Project Report (DPR) is prepared prior to the execution of any work. These DPRs are prepared through SECURE (Software for Estimate Calculation Using Rural rates for Employment) and, once approved by the competent authority, are frozen in the MIS to prevent further modification.

The freezing of a DPR signifies final approval and readiness for execution and does not indicate that the work has been stalled or stopped. It is further clarified that MGNREGA works are undertaken for execution only after DPRs are frozen.

The frozen DPRs are reflected in the MIS under approved works, ongoing works, physically completed works, and financially completed works, which together constitute the total works shown in the R8.3.4 DPR Frozen Status Report.

Accordingly, the figure of over 13,000 works referred to as โ€œstalledโ€ in the article actually represents the cumulative number of frozen DPRs of works that have been approved, are ongoing, or have already been completed over the last seven to ten years in Tinsukia district.

The Zilla Parishad, Tinsukia, has reiterated that all MGNREGA works in the district are implemented strictly in accordance with the guidelines and provisions laid down by the Government of India and the Government of Assam.

The clarification has been issued to ensure factual accuracy and prevent public misunderstanding.
