Digboi: The Employment Guarantee Act continues to play a crucial role in livelihood security in Tinsukia district, Assam, according to the R8.3.4 DPR Frozen Status Report updated on 22 January 2026. Across the districtโ€™s seven development blocks, a total of 74,128 works have been approved, reflecting strong demand for guaranteed employment.

However, 13,046 works remain frozen, pointing to significant administrative and procedural challenges that impede smooth implementation. At the district level, 53,682 works have been completed, but 10,053 of these remain frozen, highlighting delays in post-completion processes such as measurement verification, DPR closure, and fund reconciliation. Additionally, 12,255 works are ongoing, with 1,781 frozen, while 726 physically completed works include 359 frozen cases.

A block-wise analysis reveals stark contrasts in scale and efficiency. Doomdooma leads with 16,070 approved works but also records the highest number of frozen works at 3,756, marking it as the most administratively burdened block. Sadiya, with 13,317 works and 1,435 frozen, and Margherita, with 11,694 works and 1,770 frozen, perform comparatively better, suggesting more effective post-completion processing.

Digboi, with 11,130 approved works, reports 2,093 frozen, placing it just behind Doomdooma in administrative backlog. Of the 7,527 completed works in Digboi, 1,516 remain frozen, higher than Sadiyaโ€™s 1,145 out of 9,197 and Margheritaโ€™s 1,311 out of 9,241, underscoring weaker closure efficiency. Mid-performing blocks such as Saikhowa, Itakhuli, and Makum also show notable freezing, even with smaller workloads, indicating systemic procedural inefficiencies across the district.

The analysis highlights that a higher number of projects does not necessarily correlate with higher freezing. While Sadiya and Margherita manage large workloads with fewer frozen cases, Digboi and Doomdooma face significant administrative backlogs. Experts say targeted interventions, strengthened monitoring, faster DPR approvals, and improved digital compliance are essential, particularly in high-freeze blocks, to ensure timely wages and the creation of durable assets under the scheme.
