For conducting free and fair parliamentary election on April 11 next in Dibrugarh district of Assam, the Election Commission of India (ECI) has appointed Giriwar Dayal Singh,IAS, additional secretary cum director, secondary education, Bihar as general observer for Dibrugarh Lok Sabha constituency.

For any grievances or complaints pertaining to election, the public can contact him on his mobile number 60026-45502 or on the following email id:  observercell13hpc@gmail.com. He will be available from 3:30 pm to 4:30 pm at Dibrugarh Circuit House, except Saturdays and Sundays, for the public who might be interested to meet him personally.

After arriving in Dibrugarh on Sunday, the general observer held a meeting with the officials engaged in the parliamentary elections at the conference hall of the deputy commissioner’s office and discussed various election-related issues. Extensive discussions on various aspects of preparations for the elections including district election and booth level management plans, transportation plan for manpower and material, complaints redressal mechanism, training of polling staff among others were discussed during the meeting.

Deputy commissioner of Dibrugarh, Pallav Gopal Jha, Superintendent of Police, S Sankaran, additional deputy commissioners Susanta Kumar Dutta, Partha Bairagi, Sanjoy Dutta, Manoj Baruah and Ranjit Konwar among others were present in the meeting.
