Guwahati: Assam Finance Minister Jayanta Malla Baruah on Friday presented the State Budget for 2026-27, proposing major investments in infrastructure, welfare, agriculture, education and employment, with a focus on capital expenditure and social sector spending.
Presenting the Budget in the Legislative Assembly, Baruah announced an allocation of Rs 10,000 crore for infrastructure development, including Rs 4,954 crore for the Guwahati Ring Road Project.
The government has earmarked Rs 6,000 crore for welfare schemes during the financial year. Among the key announcements, the Budget proposes financial assistance of Rs 15,000 for pregnant women in tea garden areas and continuation of the monthly Rs 2,500 assistance for 48,366 graduate students pursuing higher education.
Under the Mukhyamantri Nijut Moina Scheme, applications will open in August, with benefits to be disbursed from October. The government expects more than 5.3 lakh students to benefit from the scheme this year.
The Budget also proposes continued support under the Chief Minister’s Agricultural Equipment Scheme, providing Rs 11,000 to small and marginal farmers. In addition, farmers will receive an incentive of Rs 200 per quintal over the Minimum Support Price (MSP) for paddy and wheat, while mustard growers will receive an additional Rs 300 per quintal.
Baruah announced that 621 Udasin Bhakats will receive a monthly honorarium of Rs 1,500 from August 2026.
Under the Divyang Vahan Scheme, the government aims to cover 3.75 lakh persons with disabilities, while welfare initiatives are expected to benefit 35,000 women during the current financial year.
On employment, the Finance Minister said the government has set a target of providing more than two lakh jobs over the next five years and has constituted a dedicated task force to achieve the objective.
Baruah also announced that any government employee found guilty of practising polygamy would be dismissed from service.
Highlighting the state’s economic performance, he said Assam’s per capita income has increased to Rs 1,85,429. He added that the government aims to raise the share of own-source revenue to 50 per cent, while capital expenditure has reached Rs 26,531 crore in 2025-26.
