80 per cent job reservation for locals mooted in Assam

In an exemplary move, the Employment Review Committee of Assam Legislative Assembly has recommended formulation of a state policy to ensure 80 per cent recruitment of local youths in all grade III and IV posts in all central public sector undertakings, according to a Times of India report.

The House committee was constituted last year on a complaint petition filed by leader of opposition, Debabrata Saikia with the Speaker of the Assembly that hydrocarbon major Oil and Natural Gas Corporation’s (ONGC) Assam Asset has denied employment to eligible local candidates during the recruitment process for 22 posts reserved for persons with disabilities, according to the TOI report.

In a report submitted to the House on Wednesday, the committee stated that after an ‘in-depth and on-the-spot investigation into Saikia’s complaint, it has observed that the recruitment process of ONGC’s Assam Asset did not adhere to the provisions of Rule 4 of the Employment Exchange (Compulsory Notification of Vacancies) Act, 1959’ and recommended that ONGC and other central PSUs should follow a policy similar to that followed by the Gujarat government and reserve 80 per cent of the posts for local unemployed youths, the report added.
