Arunachal Chief Secretary Satya Gopal on Wednesday chaired the 36th state level screening committee meeting on Border Area Development Programme (BADP) at his office in Itanagar.
The Ministry of Home Affairs has conveyed a tentative allocation for an amount of Rs. 65.489 crore (with 10 per cent state’s share) for 2019-20 under BADP for Arunachal Pradesh.
Taking stock of the annual action plan submitted by the deputy commissioners of the state, Gopal emphasized on beneficiary oriented projects, and doubling of income of the farmers through BADP.
“Incorporate income generating activities helping an average of 100 beneficiaries in each block of a model village under BADP,” he said.
Stating that schemes should benefit the public and percolate down to them, the chief secretary added that criteria for selection of beneficiaries should be farmer(s) or families whose income is below Rs 2.5 lakh per annum, landless labourers, marginal and small farmers etc.
“Income generating activities and avenues in animal husbandry and veterinary, dairy, agriculture and horticulture could also be explored,” he suggested.
Gopal also took account of the status of Vivekananda Kendra Vidyalayas established under BADP in Lazu, Nafra, Mukto, Amliang, Niusa Koloriang and Chayangtajo.
Earlier annual action plans under BADP 2019-20 in respect to 15 districts were presented by the respective deputy commissioners who were present in the meeting with their respective district planning officers.
The 15 districts covered under BADP are Tawang, West Kameng, East Kameng, Upper Subansiri, Kurung Kumey, Kra-Daadi, Shiyomi, Siang, Upper Siang, Lower Dibang Valley, Anjaw, Tirap, Changlang, Longding, and Dibang Valley.
The committee further selected the action plans submitted by deputy commissioners with partial modifications giving special impetus to beneficiary oriented schemes, and income generation schemes and with a direction to submit all the pending utilization certificates within 2-3 months.
Commissioner for Home, PWD and PHE A K Singh, Bilatee Pertin and Marnya Ete respectively, secretary planning Himanshu Gupta, representatives from SSB, ITBP, Assam Rifles, and others were present in the meeting.
