A new initiative taken up by the Government of Manipur has significantly improved the attendance of government employees in State’s Civil Secretariat. This has been revealed by official sources in Imphal.
There are about 90,000 State government employees in Manipur.

The General Administrative Department (GAD), Government of Manipur has introduced Aadhaar Enabled Biometric Attendance System (AEBAS) in the recent years with an objective to monitor and authenticate the attendance of about one thousand employees working besides enhancing the productivity in the State’s Civil Secretariat.
However, in spite of rolling out of the new system for achieving efficiency and productivity, the attendance of the employees has not improved. But after the new Chief Secretary, Dr J Suresh Babu, took charge of the office few days back, a major decision was taken up to link payment of salaries with attendance, the source added.
It may be noted that the State Government has appointed Dr J Suresh Babu, an IAS officer of 1986 batch, as the new Chief Secretary with effect from April 1 after the superannuation of Chief Secretary RR Rashmi.

The new Chief Secretary, who is an MS in General Surgery from PGI, Chandigarh, has another 30 months before his superannuation.
As a result, the attendance of government employees in State Civil Secretariat registered 935 out of 959 on April 9, 2018 which is 97 pc.
The new initiative of the State government has drastically improved the attendance percentage which is considered a healthy sign of achieving productivity and efficiency in governance, it added.
Like GAD, most of the State government departments also started to introduce AEBAS in their respective offices in and around Imphal wherein more than 50 major government departments are located.
With the introduction and installation of the new equipment as done in the corporate houses and other private offices, the state government employees are compelled to attend their respective offices on time, another source claimed.
