Imphal: The Kuki Chiefs’ Association (KCA) of Manipurโ€™s Tengnoupal district has opposed the proposed construction of the headquarters of the 11th Indian Reserve Battalion (IRB) at Saivom village, saying the project should not proceed until peace and normalcy return to the state.

The KCA said the construction tender was issued without informing or consulting local residents and civil society organisations. It has demanded that the government defer the project until there is complete peace in the region.

The Manipur Police Housing Corporation Limited has invited bids for the Phase I construction of the 11th IRB Battalion headquarters at Saivom village. The work includes the construction of a mount barrack, barrack and police store.

According to the tender notification, the estimated value of the contract is Rs 39,43,838, with an earnest money deposit of Rs 78,900. The tender was published on August 12, 2026, and the last date for submission of bids is August 20.

The KCA said it maintains a firm position that no military or paramilitary headquarters should be established in Tengnoupal district until complete peace and normalcy is restored in Manipur.

The association alleged that authorities had repeatedly disregarded earlier representations and local grievances concerning security deployment in sensitive areas.

The KCA said local civil society organisations and community leaders would oppose any ground-level execution of the project, irrespective of whether a formal contract was awarded.

It also cautioned the state government and prospective contractors against proceeding with the project, saying they would be responsible for any untoward incident that may arise.

The association said proceeding with infrastructure projects amid the existing regional divisions could deepen alienation instead of addressing security concerns on the ground.
