Aizawl: The Mizoram Resource Mobilisation Committee (MRMC) has renewed its support for the establishment of a separate High Court for the state, saying the move would fulfil commitments under the Mizoram Peace Accord and improve access to justice.

The recommendation was made at an MRMC meeting chaired by Chief Minister Lalduhoma on Tuesday. The meeting reviewed a range of administrative and fiscal reform measures aimed at improving governance and enhancing resource mobilisation.

Mizoram currently falls under the jurisdiction of the Gauhati High Court. Officials said the proposal for a separate High Court was first mooted by the MRMC Sub-Committee on Administrative Reforms in 2025 and has now received renewed backing from the committee.

According to officials, the committee observed that a dedicated High Court would advance the implementation of provisions of the Mizoram Peace Accord and make judicial services more accessible and efficient. It also noted that land required for the institution is already available and that a separate High Court could help reduce certain administrative and logistical expenses.

The committee also reviewed measures aimed at reducing government expenditure and rationalising manpower. It noted that curtailing the engagement of household peons on muster-roll basis attached to the Chief Secretary and Secretariat officers had resulted in annual savings.

The MRMC further recommended reducing the number of orderly personnel attached to police officers and proposed the gradual conversion of District Rural Development Offices into Planning and Development Wings under Deputy Commissioners’ offices.

It also asked its Administrative Reforms Sub-Committee to examine ways to strengthen staffing in Deputy Commissioners’ offices while maintaining fiscal discipline.
