An awareness meeting on the final National Register of Citizens (NRC) draft (which will be released at 10 am on Monday online and across all NRC Sewa Kendras (NSKs) across Assam) was called by Amitabh Rajkhowa, Deputy Commissioner (DC) and District Registrar of Citizen Registration at the conference hall of the Deputy Commissioner, Dima Hasao, in Haflong on Sunday.

During the meeting, the DC briefed about the complete draft NRC to be published village/ward wise in consolidated list by the respective Local Registrar of Citizen Registration (LRCR) at 10 am on July 30. The consolidated list will include names of such persons included in the Part Draft NRC published on December 31, 2017 whose status of verification has not changed subsequently. The LRCRs shall cause publication of the complete draft NRC of each village/ward under their respective NSKs. It was also communicated that the complete NRC will be available for inspection at the NSKs up to September 28, 2018 on all working days.

DC Rajkhowa stated, “Any fact of misrepresentation of particulars/documents discovered by the authorities rendering the person ineligible will lead to exclusion of the person from NRC.” He further stated that receipt at any point of time from the Foreigners’ Tribunal stating any person as foreigner will lead to exclusion of the person from NRC. There is also a provision of verification and re-verification in respect of applicants that includes persons in the draft NRC.  Discovery of pendency of any reference made to any Foreigners’ Tribunal about the applicants at any point of time before the publication of final NRC will render status of inclusion on hold whereas any decision by any Foreigners’ Tribunal or any judicial order declaring any person as Indian will also lead to inclusion in final NRC. The age and birth place is as per declared by the application and therefore cannot be used as proof of any legal purposes which will be governed by relevant laws and rules in this regard.

Prasanta Saikia, Superintendent of Police (SP), Dima Hasao, appealed to the people to help each other in case of any confusion arising post-publication of the final draft NRC on Monday. Reading out the message from the Union Home Minister, Rajnath Singh, the police chief said that peace be maintained and that no “rumour-mongers should be entertained”.

The District Project Supervisor, Manisha Jidung, briefed about various points as regards claims, objections and corrections once the final draft NRC is published.  She said that applicants may approach the LRCR at their NSKs from August 7, 2018 to September 28, 2018 in case of any rectification or any reasons that may be required to be clarified even to know about the reason for non-inclusion in the complete draft NRC. For any claim, objection or application for correction may apply as per forms available at the NSKs or may also be downloaded from the NRC website http://nrcassam.nic.in and the same may be submitted at their respective NSKs before their LRCR within the period of August 30, 2018 to September 28, 2018. Several bureaucrats and senior police officials attended the meeting. The meeting was also largely attended by the representatives of all community apex bodies, student unions, Non-Governmental Organisations (NGOs) and media persons. During the discussion, the representatives also gave their suggestions and also discussed about their confusions and fears which were cleared by the authorities present.
