The Nagaland government on Thursday reiterated its warning that those officials who made unauthorised appointments without sanctioned posts will be penalised and criminal prosecution will be initiated against them by filing FIR in the Vigilance Commission.

In a notification, the department of personnel and administrative reforms (P&AR) also warned that all payments of pensionary benefits should be withheld till the criminal cases against the erring officials are disposed off.

The notification said the government has found that a number of unauthorised appointments without sanctioned posts have been made by certain heads of departments despite clear instructions against such appointments. Such violation of standing rules/procedures was viewed seriously by the government, it said.

The department said the state government had issued instructions that all appointments at all levels will be made only against existing vacant posts that have been created in accordance with the rules in force and no appointment of any sort will be made in the absence of a vacant post vide an office memorandum dated 26th February, 2001.

The Nagaland cabinet on July 4 directed the state chief secretary to restate the earlier order banning appointments without sanctioned posts.

“Action should be taken against erring officers and they should be penalised as per rules,” it ordered.

On the recruitment policy of the state government, the cabinet directed the personnel and administrative reforms department to frame a policy for holding combined recruitment of grade-C and grade-D posts in all the departments simultaneously and submit the same to it for decision.

All the departments have also been directed to review all such cases of appointments and consolidate the proposal by the P&AR department and submit it to the cabinet for decision.

Meanwhile, the department in its notification on Thursday reiterated that the appointment of grade-IV posts in the districts will be filled by the respective indigenous inhabitants of the districts only.

In this connection, the department directed all the departments to submit a consolidated report on all the appointments made to grade-IV posts in the districts with effect from October 26, 2017 till date to it latest by August 14.
