Nagaland public health engineering (PHE) minister Jacob Zhimomi on Wednesday allayed fears over implementation of inner line permit (ILP) in Dimapur district.

Addressing a meeting at Dimapur, Zhimomi reiterated that the ILP was not to harass any citizen but to know who is entering the state and for what purpose.

“It is to prevent illegal immigrants from illegally entering the State,” he said.

He mentioned about the government notification in 1979 where approval was given to extend tribal belt to entire Dimapur district and said ILP was not a new concept.

“There are various categories for tourists, labour class, skilled labour, renewal basis, SMS alerts and other technological involvement so there is no need to panic,” Jacob assured.

The Nagaland government on December 10 last year extended the ILP to Dimapur district with immediate effect, bringing all 11 districts of the state under the system.

The government also directed all heads of offices/departments in Dimapur to ensure that the services of their officers and staff are promptly put at the deputy commissioner’s disposal as and when necessary to carry out the ILP exercise in the district.

Chief secretary Temjen Toy said every non-indigenous person entering Dimapur will be required to obtain an ILP in the same manner they are required to enter other areas of the state and under the same conditions provided in the government notification on May 3, 2018.

Every non-indigenous person who settled or entered Dimapur on or after November 21, 1979, when the area was constituted as “tribal belt”, will be required to obtain an ILP within 90 days, he added.

Zhimomi also expressed serious concern over the presence of industrial units in the residential areas and near the school vicinities.

He said establishments of brick kilns, stone crushers/quarrying within school and residential areas will not be permitted if the industrial units do not fulfill the required provisions as it pertains to health issues, pollution and water contamination.

Necessary action will be taken against the defaulters, Zhimomi cautioned.

He said the industrial units need to be far away from residential areas in tandem with the central government guidelines.

He called upon the industry, Pollution Control Board and labour department to have a sitting and if need be cancel the registration of the defaulting industrial units.

The minister also reminded the officers of Dimapur district to initiate the objectives of Swaach Bharat in letter and spirit and create more awareness about the mission.
