The Joint Committee on Inner Line Permit System (JCILPS) has alleged that the ILP guidelines in Manipur have many ‘loopholes’.
“The ILP guidelines failed to properly define indigenous people and permanent residents of the state,” JCILPS convener YK Dhiren told reporters in Imphal on Friday.
Dhiren said that the guidelines in their present form will not stop non-locals from coming into the state.
He called upon the Manipur government to rectify these ‘errors’ and issue a fresh Gazette notification in this regard.
The guidelines were published as a Gazette notification on Tuesday.
The system was fully implemented the following day, with various counters being opened to issue ILP entry permits.
The permits are issued at Imphal airport and the border areas of Moreh, Mao, Jiribam, Jessami, Behiang and Singjowl.
The outlets also entertain advance applications from the non-locals for entry in the state.
