Tenders are being invited from eligible firms by the Assam State Transport Corporation (ASTC) for selection of bus operators for the supply, operation, and maintenance of 100 electric buses in the state.
The selected firms, as per the Request for Proposals (RFP), will work on the operation and maintenance of the buses in Guwahati, Silchar and Jorhat.
“The last date for bid submission is Saturday (December 7) 2019 and the techno-commercial bids will be opened on Monday (December 9),” stated an ASTC notification.
For addressing the concerns raised by the prospective bidders, a pre-bid meeting has been scheduled for Tuesday.
“The price bids will open on Wednesday (December 11) and the final results of the tender will be declared on Thursday (December 12),” the notification added.
“The bidder shall be selected on the basis of the lowest GCC rate (Rs/km per bus) out of the technically eligible bidders defined in this RFP,” the notification added.
“All bidders must also submit an Earnest Money Deposit of Rs 1 crore along with their bids,” the ASTC notification further stated.
“To be eligible for participation in the building process, the bidder should have a minimum annual turnover of Rs 150 crore in any three of the immediately preceding four financial years ending March 31, 2019,” the notification stated.
“A minimum positive net worth of Rs 50 crore in each of the last 4 financial years ending March 31, 2019, is also required,” the notification further stated.
“Furthermore, the OEM vehicle manufacturer should have manufacturing facilities in India having experience of manufacture of Electric or Diesel /CNG buses over the last 4 financial years including the financial year of 2018-19,” the ASTC stated.
“The OEM should also have an annual manufacturing capacity of 400 buses. And, the bidder shall either by himself or through a sub-contractor, have the experience of setting up charging infrastructure for the electric buses,” the ASTC added.
