The Inter-Ministerial Central Team (IMCT) leader Apoorva Chandra wrote this in his final observations to state Chief Secretary Rajiva Sinha.

Chandra left for New Delhi on Monday after submitting his final report on the COVID-19 mortality rate of West Bengal.
In his letter, Chandra said, “This extremely high mortality rate is a clear indication of low testing, weak surveillance and tracking.”
“An inconsistency has been brought to the front in the number of COVID-19 cases reported by the state in its medical bulletins and its communication with the Centre,” Chandra further wrote.
