When Guwahati floods, the water may cover the same roads, enter the same drains and disrupt the same transport network. But the flood does not produce the same disaster for everyone. For one resident, waterlogging may mean a delayed journey home. For another, it may mean a lost day’s wages. For a small trader, it may mean a closed shop. For a student, a missed class. For someone seeking medical care, it can turn an ordinary journey into a difficult one. The rain may be the same. The vulnerability is not.
Guwahati’s flood debates understandably focus on rainfall, drainage congestion, encroachment, wetland loss and rapid urbanisation. These explain important aspects of the physical geography of flooding, where water accumulates and why. But they do not tell the whole story. The other half of the story is social: who is exposed, who can move, who can continue earning, who can access essential services and who has the resources to recover. This is why urban flooding in Guwahati should be understood not only as a drainage problem, but as a question of social inequality and spatial vulnerability.Â
The geography of hazard is not the geography of vulnerability
A 2020 study of Guwahati published in the International Journal of Disaster Risk Reduction assessed all 31 municipal wards for both flood hazard and human vulnerability. It used expert-based hazard assessment for hazard mapping and a survey of 1,023 citizens to develop a human vulnerability index. Significantly, in 38.70 per cent of cases, wards descended by one category when human vulnerability was assessed alongside physical flood hazard.
The implication is important: a place can be highly exposed to flooding without all its residents being equally vulnerable. The same flood hazard can therefore produce very different consequences because people have unequal capacities to cope and recover. The physical exposure does not translate equally into social vulnerability.
Flood risk is shaped not only by the depth or duration of water, but also by the resources people can mobilise when disruption occurs. Housing conditions, income security, employment type, access to transport and essential services, and the ability to absorb financial losses all influence how households experience flooding. Two households on the same street can therefore experience the same flood very differently. One may have savings, a private vehicle and flexible employment. Another may depend on public transport and daily wages. One household may be able to temporarily relocate. Another may have no practical alternative.The flood is physical. Its consequences are social.
Where people live matters
Guwahati’s physical setting makes this distinction particularly important. Low-lying residential areas can experience recurrent waterlogging. Settlements close to natural drainage channels may become increasingly exposed when these pathways are obstructed or overwhelmed. Hill-foot areas can receive rapid runoff, while major commercial corridors can experience substantial disruption when roads become impassable. Peripheral urbanising areas may face additional pressure when development expands faster than supporting infrastructure. These are not simply differences in physical exposure. They are differences in how urban life is organised around particular spaces.
Bharalu: A Window into Guwahati’s Unequal Flood Risk
Rapid urbanisation, increasing impervious surfaces, degradation of wetlands, clogged drains and encroachment can alter the movement and storage of stormwater. The Bharalu basin illustrates this relationship between urban growth and flood management. Research published in the Journal of Environmental Management identifies rapid urbanisation, siltation, solid-waste accumulation and inadequate drainage as important factors associated with recurring flooding in the Bharalu basin. The study examined an 11.4-kilometre road stretch, including field observations of flood levels, and proposed an integrated drainage network for the basin. Yet the significance of Bharalu extends beyond the channel itself.
The basin is embedded within an urban system in which residential areas, workplaces, markets and transport routes are closely connected. When flooding disrupts one part of this system, the effects can travel far beyond the location where water initially accumulates. A flooded road, for instance, prevent workers from reaching workplaces, students from reaching schools and residents from accessing markets or healthcare. Flood risk, therefore, is produced not only by water, but by the interaction between water and the urban systems on which people depend.
Mobility is more than movement
One of the least discussed dimensions of flood vulnerability is mobility. People move through Guwahati to work, study, trade, access healthcare, reach markets and maintain household livelihoods. When roads flood, mobility becomes constrained. But the consequences depend on how many alternatives people have. A resident with a private vehicle, flexible working hours or several possible routes may be able to adjust. Someone dependent on public transport, shared mobility or walking has fewer choices. For a salaried employee, a delayed commute may be inconvenient. For a daily-wage worker, not reaching the workplace can mean losing income altogether. This distinction matters because mobility is not merely about getting from one place to another. Mobility is also an economic resource.
Research published by Kashyap and Mahanta (2021) in the Elsevier volume Economic Effects of Natural Disasters: Theoretical Foundations, Methods, and Tools on socioeconomic vulnerability to urban floods in Guwahati has documented adverse effects on transportation, education, health, drinking water, sanitation and livelihoods. It also identifies the loss of income-generating activities as a source of livelihood insecurity, particularly among people working in the unorganised sector. Thus, when mobility is disrupted, people with fewer alternatives can bear a disproportionate share of the cost.
When a flood becomes a livelihood crisis
The visible signs of flooding, submerged roads, overflowing drains and damaged property, are only part of the story. The less visible costs can be equally consequential. Street vendors, construction workers, domestic workers, delivery workers, small traders and other workers whose livelihoods depend heavily on daily mobility may lose income when workplaces, markets or transport routes become inaccessible.Â
For households with financial reserves, a temporary interruption may be manageable. For households already operating with limited resources, repeated disruptions can affect food expenditure, education, healthcare and debt repayment. This is why flood damage should not be measured only by what is physically destroyed. A house can remain standing while the economic security of the household begins to erode. The economic geography of flooding therefore extends beyond property damage. It includes lost working days, disrupted businesses, additional transport expenses and interruptions to essential services.
The disaster does not end when the water recedes
Recovery is another dimension of inequality. Households with greater financial security may be able to repair property, replace damaged belongings, arrange alternative transport or temporarily relocate. Households with fewer resources may have to borrow, reduce essential expenditure or simply absorb the loss. The difference becomes particularly significant when flooding is recurrent. A single flood may produce temporary hardship, but repeated flooding can create a cumulative cycle of flooding, income loss, financial stress, slower recovery and greater vulnerability to the next flood.Â
In this sense, the duration of a disaster cannot be measured only by the number of hours that water remains on a road. For some households, the effects continue through the next pay cycle, the next school term or the next financial emergency. Urban resilience must therefore mean more than infrastructure surviving a flood. It must also mean that households and communities can maintain essential aspects of everyday life and recover without being pushed further into insecurity.
Guwahati needs social vulnerability maps
Guwahati needs better flood maps but it also needs to know who is vulnerable within those flood-prone spaces. Elevation, slope, drainage capacity, rainfall and inundation remain essential for understanding physical hazard. But these should be combined with indicators of livelihood security, housing conditions, dependence on public transport, access to healthcare and education, household characteristics and capacity to recover. Such an approach would allow planners to distinguish between where water is likely to accumulate and where its social consequences are likely to be greatest.
A socially informed flood map could identify areas where physical exposure overlaps with high dependence on daily wages, limited mobility, inadequate housing or poor access to essential services. It would answer a more useful question: Where is flooding likely to cause the greatest human and social disruption? This would move Guwahati from a purely hazard-centred approach towards a people-centred understanding of urban risk.
What should Guwahati do?
A more equitable flood strategy requires three elements to work together: infrastructure, ecological protection and social resilience. First, drainage improvement must go hand in hand with protection and restoration of wetlands and natural drainage channels. These should not be treated as vacant or developable spaces. They are part of the city’s flood-management system. Second, flood planning should identify socially vulnerable households within flood-prone areas, particularly those dependent on daily wages, public transport and location-specific livelihoods. Third, critical mobility routes connecting residential areas with hospitals, schools, workplaces, markets and public transport should receive greater attention in flood planning and emergency response.
Fourth, flood assessments should count economic disruption alongside physical damage. Lost working days, disrupted businesses, additional transport costs and interruptions to essential services are part of the real cost of flooding. Finally, stronger land-use regulation, regular drainage maintenance, solid-waste management, early-warning systems and neighbourhood-level preparedness must become part of routine urban governance rather than measures activated only after severe flooding.
For the Bharalu basin and other vulnerable parts of Guwahati, flood management should increasingly be approached at the basin and urban-system level, rather than through isolated drainage interventions. The objective should not simply be to move water away faster. It should be to reduce exposure, maintain essential urban connections and strengthen the ability of vulnerable households to cope and recover.
A resilient Guwahati must be an equitable Guwahati
The conversation on urban flooding often begins with rainfall and ends with drainage. It should go further. Flood resilience is also about livelihoods, mobility, housing, access to services and the unequal capacity to recover. Guwahati’s flood problem is therefore not simply a story of intense rainfall meeting inadequate infrastructure. It is also a story of how urban development distributes risk unevenly across spaces and social groups.
The physical geography tells us where the water goes. The social geography tells us who pays the price. And the difference matters. Because a resilient city is not one in which everyone is simply expected to withstand the same flood. It is one in which people are not left equally vulnerable to its consequences.Everyone may encounter the water. But not everyone encounters the same disaster. A truly resilient Guwahati should therefore be measured not only by how quickly its drains empty, but by how fairly its people are protected, how securely they can continue their everyday lives and how equally they are able to recover.
