Will deport those who came to Manipur after 1961, says N Biren Singh

Manipur Chief Minister says anyone coming into the state after 1961 will be identified and deported.

Imphal: Chief Minister N Biren Singh on Monday said that irrespective of caste or community, anyone coming into the state after 1961 will be identified and deported.

The Chief Minister’s statement marks taking over 12,000 refugees from Myanmar in different districts in the state at present.

Moreover, illegal immigrants belonging to the Chin Kuki tribes from neighboring countries are also residing without proper documents in the state.

In a statement issued by the Chief Minister’s Secretariat, Biren Singh said that anyone coming into the state from other parts of the world after 1961 which is the base year for the Inner Line Permit (ILP) system will be identified and deported.

CM Singh said that the population commission has been set up to find out the indigenous population of Manipur and detect illegal immigrants.

The members of the population commission will conduct house to house population survey based on the ILP and 1961 as the base year.

“There will be two categories of the population–indigenous and permanent settlers. Those who came to Manipur before 1961, will be treated as permanent settlers. Those who came after 1961, they will not be treated as permanent settlers,” Singh said.

The state government also launched the ILP portal to register different permits, data collection, tracking, and monitoring of ILP in the state.

The ILP is an official travel document issued by the state government to allow inward travel of an Indian citizen visiting Manipur for a specific period.

This is in the exercise of the powers conferred by section 2 and section 4 of the Bengal Eastern Frontier Regulation, 1973 (Regulation 5 of 1873) as extended to the state of Manipur vide Order of President of India No. S.O. 4433(E) dated 11/12/2019.
