Tripura government restricts fresh recruitment, job creation

The BJP led government in Tripura has put some restriction on fresh recruitment and creation of new posts and said that prior concurrence of finance department will be required for creating new posts as well as to conduct fresh recruitment.

In a memorandum issued Tripura Chief Secretary L K Gupta, it is said that there is a need for curbing on fresh recruitment and job creation as salaries and wages constitute large items of expenditure and there is an absolute need to exercise financial prudence and discipline while committing expenditure under these heads.

“Tripura has the highest level of Government employment in the country, in proportion to the population of the State. In Tripura, the expenditure on salaries (including establishment expenses), pensions and debt repayments constitutes about 60 percent of expenditure, leaving very little for development activities,” Gupta said adding that the level of Government employment in Tripura is double the level in states like I Meghalaya.

“If Government employment in Tripura had been at Meghalaya levels, we would have had additional Rs 3,000 crores per annum for development activities for the people of the State,” he said adding that there is need to be extremely prudent In the matter of further recruitments in view of the above.

He said that creation of posts will strictly depend of availability of budgetary resources with the Department concerned. “Each Department has a number of posts created in the past, which are vacant and no longer required.

Hence, whenever a Department submits a proposal for post creation it should be accompanied by a proposal for surrender/abolition of posts with equivalent financial implications,” he said.

It may be mentioned here that the tiny state in India’s northeast has an area of 10, 491.69 sq.km. and a population of 36,73,917 (as per Census 2011 ). There are over 2.15 lakh government employees in Tripura.

The BJP-IPFT alliance government which came to the power in the state earlier this year has also announced to give the benefits of seventh Pay Commission recommendations to the state government employees.
