The Governor said the conviction rate rose from 29.47 per cent during Januaryโ€“June 2024 to 60.50 per cent in Julyโ€“December 2024, and further to 68.25 per cent between January and November 2025.

Agartala: Governor of Tripura Indrasena Reddy Nallu on Friday said conviction rates in the state have increased significantly following the implementation of new criminal laws, while overall crime declined during the past year.

Addressing the first day of the ninth session of the 13th Tripura Legislative Assembly, the Governor said the conviction rate rose from 29.47 per cent during Januaryโ€“June 2024 to 60.50 per cent in Julyโ€“December 2024, and further to 68.25 per cent between January and November 2025.

He said overall crime in the state declined by 8.33 per cent between April and November 2025 compared to the corresponding period in 2024. Property-related offences fell by 18.51 per cent, crimes against women declined by 11 per cent, rape cases dropped by 33 per cent, murder by 26 per cent, and hurt and assault cases by 10 per cent.

The Governor said that under the โ€œNesha Mukt Tripuraโ€ initiative, 350 cases were registered under the NDPS Act against 515 accused between April and November 2025.

During the same period, law enforcement agencies seized 22,606.50 kg of ganja, 2,11,141 bottles of cough syrup, 6,06,379 tablets, and 1,937.88 grams of heroin or brown sugar.

He said 2,10,36,700 ganja plants and saplings were destroyed till November 2025, which was 74.45 per cent higher than the previous year.

Nallu said prison reforms and victim support measures were strengthened in the state. Seven convicted prisoners were released on August 15, 2025, under the Premature Release Policy on the basis of good conduct and due process.

Under the Tripura Victim Compensation Scheme, 2018, Rs 34.50 lakh was disbursed to 11 victims through direct benefit transfer, while Rs 54.45 lakh was provided to 15 women survivors of sexual assault and other crimes under a separate compensation scheme for women victims, he said.

The Governor said prison infrastructure was upgraded with the installation of modern CCTV systems at Kendriya Sansodhanagar and jails at Bishalgarh and Udaipur. Improvements were also made to boundary walls, wards, staff quarters, kitchens, water supply, internal roads, and electrification, while special facilities were created for women prisoners.

He said the state introduced the Tripura Land Revenue and Land Reforms (Diversion of Land) Rules, 2025, and amendments related to Aadhaar-linked Record of Rights and allotment rules.

According to the address, 131.52 acres of land were allotted to 3,288 tea workers under the Mukhyamantri Cha Shramik Kalyan Prakalpa, while 189.20 acres were allotted to various departments for development projects.

The Governor said the government planned to install 240 automated weather stations across the state at a cost of Rs 36 crore to improve disaster forecasting.

Referring to the rehabilitation of displaced Bru families, he said 6,911 ration cards and 30,267 Aadhaar cards were issued, while 2,989 persons received skill development training.

The Governor said tax collections during 2025โ€“26 up to October stood at Rs 994.23 crore under GST, Rs 281.40 crore under VAT, Rs 271.48 crore under excise duty, and Rs 26.85 crore under professional tax.

He said biometric Aadhaar-based authentication had been introduced for new taxpayers and district-wise GST facilitation centres were set up. The Institute of Tax Administration and Research, Tripura, was also established at Churaibari in North Tripura for tax research and training.

The Governor said the banking network in the state expanded to 614 branches and 593 ATMs across 31 banks as of September 2025, with a credit-deposit ratio of 50 per cent.

Under the Pradhan Mantri Mudra Yojana, banks and financial institutions disbursed 1,08,863 loans amounting to Rs 1,04,375 lakh in Tripura till September 2025, he said.

Nallu said the honorarium of Pradhan Samajpatis was increased from Rs 2,000 to Rs 5,000 per month. Under the Dharti Aaba Janbhagidari Abhiyan, 4,036 administrative camps were organised, reaching 12.7 lakh tribal people.

He said the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan covered 392 villages, with Rs 281.69 crore earmarked for hostels, tribal multipurpose marketing centres, and Forest Rights Act cells, along with allocations for aquaculture, horticulture, Anganwadi centres, electrification, and new hostels.

The Governor also said the state maintained a Social Science Library with 207 publications and 15,664 reference books on tribal life, while the Tripura State Tribal Museum showcased the culture of 19 tribes through a 3D virtual format.

In the health sector, he said the state signed an MoU with AIIMS New Delhi to upgrade Agartala Government Medical College to international standards. An MoU was also signed with the MOHAN Foundation for organ transplantation.

He said construction of a 200-bedded maternal and child health building, a 20-bedded CSR special ward supported by ONGC, and a 100-bedded critical care block with a communicable disease centre was underway.

Several other achievements of the Government of Tripura were also highlighted in the 58-page-long speech of the Governor.

It should be noted that the Budget session of the Tripura Assembly started on Friday. Finance Minister Pranajit Singha Roy will present the budget proposals for the fiscal year 2026โ€“27 on March 16.
