Sivasagar deputy commissioner Dr Subramoney Iyer Lakshmanan has recently been honoured with Excellence in Governance Award.
The award was given by the leading media company The Indian Express Group for his anti-corruption initiative titled as ‘Debo Na Lebo Na’.

‘Debo Na Lebo Na’ (‘Won’t Give, Won’t Take’) was launched by Dr S Lakshmanan in May 2017 in Cachar district when he was the deputy commissioner there.
The former Cachar deputy commissioner launched the anti-corruption initiative along with a mobile application application.
After the initiative has been launched in Cachar district, 13075 complaints were registered through phone calls, 30000 through forms dropped in drop boxes and 472 complaints were received through the app.

Sixteen persons were honoured across various categories during the award ceremony.
Dr S Lakshmanan was honoured in the category of border district.
The winners were chosen from a list of 249 entries received from 84 districts in 24 states.
The award ceremony was held to honour the individuals who have brought efficient change in a place through their ideas.
Dr Lakshmanan, a 2011 batch IAS officer is also a medical graduate.
Dr Lakshmanan previously served as the sub-divisional officer (civil) of Sadiya, additional deputy commissioner of Tinsukia, deputy secretary of Guwahati Development department (GDD), joint secretary of Health and Family welfare department and deputy commissioner of Hojai.
