Dimapur: The Mokokchung Municipal Council (MMC) in Nagaland on Monday directed all dog owners within its jurisdiction to comply with the existing Dog Registration and Proper Control of Dogs Rules and Regulations 2017 for effective management of dogs.

In a notification, the council asked the pet owners to ensure that their pets are not a source of nuisance to others and also make every effort to keep their dogs quiet, particularly during night hours.

It further advised the pet owners to ensure that their pets are healthy, and clean, by taking their adequate health care and ensuing regular vaccinations.

They are also asked to leash their pets in public places and scoop the poop of their pets in public spaces.

The council reminded that the laws already provide penalties for negligence of pet owners, which the aggrieved parties can avail of.

It further said that showing compassion to all living creatures is a fundamental duty cast by Article 51 A (g) of the Constitution upon all the citizens of this country and that the law of the land protects the rights of non-humans.

It is a cognizable offence under Section 428 and Section 429 of the IPC if a person kills another person’s dog or any other pet deliberately.                                                                                                 

In another notification on Monday, the chief executive officer of MMC, Chumlamo Humtsoe, informed that the council will conduct the yearly dog registration-cum-vaccination drive for the year 2024-25 under Mokokchung town on September 27 and September 28.

The vaccination drive will be carried out in collaboration with the animal husbandry and veterinary services department and All Ward Union Mokokchung.

Humtsoe said registration/renewal-cum-vaccination exercise would commence at 8 am.
