On December 10 last year, the Nagaland government extended ILP regime to entire Dimapur district with immediate effect, bringing all the 11 districts of the state under the ILP system.
Earlier, Dimapur district was not covered under ILP regulation.
Now, every non-indigenous person entering the area of Dimapur district will be required to obtain an ILP.

He said every non-indigenous person who is settled or is working in Nagaland will be required to obtain an ILP.
There are three types of ILP — Form I which is for application of ILP exemption card, Form II for application of ILP for one year and Form III for labourers, tourists and students.
Indian and Foreign tourists can now apply for ILP for 15 days against a payment of Rs 50 per person. The fee will be Rs 100 for stay up to 30 days.
Labourers can obtain ILP after payment of Rs 100 for three months. But, there should be a local guarantor for the person.
For traders and businessmen, they can get ILP at Rs 500 for one year, only when an official certifies that the applicant has been residing in Nagaland continuously for last year, and has the required documents of identify and address proof.
With a local guarantor, businessmen and traders can get ILP for three months against a payment of Rs 100 as fee.
Priests and teachers can get ILP for one year after paying a fee of Rs 500. But, they would also need a local guarantor.
Students can get ILP for three months against a payment of Rs 100, and subsequently, identity cards of the institute or university would be deemed as ILP.
ILPs are issued by Nagaland Houses in different parts of India, and tourists can also apply online.
The Nagaland government has created a portal (http://www.ilp.nagaland.gov.
