Aizawl: More than 3.2 lakh beneficiary families have been enrolled under the second phase of the Mizoram Universal Healthcare Scheme (MUHCS), while the state government has disbursed over Rs 271 crore towards treatment expenses under the scheme’s first two phases since 2025, officials said on Sunday.
Of the 3,22,243 families enrolled under MUHCS 2.0, 48,091 are general beneficiaries, 35,325 are government employees, 11,928 are pensioners and 2,26,899 are beneficiaries covered under the Centre’s Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which has been converged with the state healthcare scheme.
Under MUHCS 1.0, which was implemented during 2025-26, more than one lakh patients received treatment, with the government releasing Rs 171.57 crore towards medical expenses.
During the same period, 4,772 patients were referred outside Mizoram for treatment under the scheme.
The second phase, MUHCS 2.0, has also recorded significant utilisation. At least 31,832 patients had received treatment under the scheme as of August 24 this year, while Rs 99.60 crore had been disbursed towards treatment bills.
The Zoram People’s Movement (ZPM) government, headed by Chief Minister Lalduhoma, introduced MUHCS 1.0 in March 2025 to provide cashless healthcare services at government health facilities as well as empanelled private and church-run hospitals within Mizoram and outside the state.
MUHCS 2.0 was launched by Lalduhoma in March 2026.
Under the scheme, general beneficiaries can avail themselves of health coverage of up to Rs 5 lakh by paying an annual fee based on their preferred ward category. The annual contribution is Rs 2,500 for a general ward, Rs 5,000 for a semi-private cabin and Rs 10,000 for a private cabin.
Government employees, including contractual and muster-roll workers, are required to pay a monthly contribution ranging from Rs 200 to Rs 1,500, depending on their pay scale, in return for unlimited healthcare coverage.
Pensioners and their spouses can avail themselves of coverage of up to Rs 2 lakh per financial year by surrendering their fixed medical allowance of Rs 1,000 per month as their subscription to the scheme.
The network currently includes state-run hospitals and health facilities, along with 20 private hospitals and five day-care centres within Mizoram. Another 53 private hospitals outside the state are also empanelled under MUHCS.
In addition, 11 hospitals outside Mizoram have been designated as deemed empanelled facilities under the scheme.
However, several major private hospitals in Aizawl are yet to join MUHCS because the government and the hospitals have not reached an agreement on treatment package rates.
Private hospitals have said they are willing to participate in the scheme provided the government offers reasonable reimbursement rates comparable to those available to select church-run hospitals in Mizoram and private hospitals outside the state.
Meanwhile, government officials said there are currently no outstanding dues payable to empanelled hospitals under MUHCS, although some claims are still being processed.
Bills currently under process include Rs 1.35 crore from 13 state-run hospitals in Mizoram, Rs 2.41 crore from three empanelled private hospitals within the state and Rs 2.45 crore from two empanelled private hospitals outside Mizoram.
Apart from hospital claims, 1,757 individual reimbursement claims amounting to Rs 18.95 crore are also awaiting processing.
Officials said MUHCS claims are being settled in phases and efforts are underway to ensure that payments are released to hospitals and beneficiaries at the earliest.
