Aizawl: The Mizoram government has issued 4,94,033 Inner Line Permits (ILPs) since 2024, including 2,15,946 permits between September 2025 and July 2026 after the opening of the Bairabi-Sairang railway line, a minister told the state Assembly on Thursday.
In a written reply, Home Minister K. Sapdanga said 13,730 non-tribal people from outside Mizoram are currently residing and working in the state with valid permits.
The government has also intensified action against people entering Mizoram without valid permits, Sapdanga said.
At least 934 people who entered the state without ILPs or valid travel permits have been apprehended this year, he said.
Those found staying in Mizoram after their ILPs expire are booked at police stations under the Eastern Bengal Frontier Regulation (EBFR) Act, 1873, the minister said.
Such cases are subsequently forwarded to the District Court, which decides whether the offenders should be fined or pushed back from the state, he said.
An ILP is an official travel document issued to Indian citizens for entry into protected areas, including Mizoram.
The requirement is based on the Bengal Eastern Frontier Regulation, 1873, notified by the British government in 1875. Non-state residents, particularly non-tribal people, are required to obtain an ILP to enter Mizoram.
