Guwahati: Mizoram Chief Minister Lalduhoma on Monday said the Zoram Peopleโs Movement (ZPM) government has repaid committed liabilities worth Rs 63.11 crore within two years of assuming office in December 2023 and assured that the remaining dues would be settled in phases.
Speaking at a function at the ZPM party office, Lalduhoma said the state inherited liabilities amounting to Rs 139.57 crore from previous administrations. He said the government has so far cleared Rs 63.11 crore, while the balance Rs 76.46 crore would be paid in due course.
The chief minister said the government faced acute financial stress at the time of taking charge as several works had been executed earlier without administrative approval, expenditure sanction or issuance of formal work orders, leading to a sharp rise in outstanding liabilities.
Sharing department-wise figures, Lalduhoma said the Public Works Department had liabilities of Rs 18.70 crore, of which Rs 12.87 crore has been repaid. In the Public Health Engineering Department, Rs 48.42 crore has been cleared, while Rs 58 crore remains pending. He added that the Power and Electricity Department has outstanding dues of Rs 12.62 crore out of a total liability of Rs 14.44 crore.
Lalduhoma said the government aims to clear all remaining liabilities over the next three years and claimed that several structural and administrative reforms have been implemented over the past two years to strengthen governance and ensure financial discipline.
Reiterating the governmentโs commitment to transparency, the chief minister said Mizoram has granted general consent to the Central Bureau of Investigation (CBI) to investigate corruption cases in the state.
Highlighting social sector initiatives, Lalduhoma said the Mizoram Universal Health Care Scheme (MUHCS), launched in March last year and made operational in April, provides cashless health insurance coverage of up to Rs 5 lakh per financial year. He said the scheme covers treatment at government hospitals as well as empanelled private and church-run hospitals and described it as one of the best healthcare schemes in the country.
