Guwahati: Meghalaya’s proscribedย Hynniewtrep National Liberation Council (HNLC) has raised objections over the placement of defence facilities in and around Shillong, saying it does not fit with the purpose of the ongoing civil defence exercise ARMEX-1 2026.
General secretary Sainkupar Nongtraw said the recent air raid mock drills held across Meghalaya involved blackout practice and public response training, but questioned why major military installations continue to function in crowded urban areas.
The group pointed to Upper Shillong, noting that several key defence units operate there, including the Eastern Air Command of the Indian Air Force, Shillong Cantonment, HQ 101 Area, and a military hospital, indicating a dense cluster of military presence.
It also referred to the Umroi Military Station, describing it as a major centre for training and joint operations such as Exercise Maitree, and highlighted its location near residential areas and Umroi Airport.
The statement said such proximity between defence facilities and civilian settlements could create security concerns during conflict situations, as these sites are often treated as sensitive targets.
It added that international norms generally encourage keeping military infrastructure away from populated zones to reduce risk, and said Shillong has effectively developed into a space where civilian habitation and defence activity overlap.
The group warned that allowing further expansion of military infrastructure in inhabited areas could increase risk for residents, and urged local authorities including the state government and traditional bodies to reconsider such decisions.
It also questioned the relevance of conducting civil defence drills while sensitive installations remain inside residential regions, suggesting that relocation of such facilities may need to be examined.
As part of routine preparedness, Meghalaya is conducting ARMEX-1 2026 to improve emergency response during potential aerial incidents.
