Imphal: The National Commission for Scheduled Tribes (NCST) has given the Manipur government 15 days to submit an Action Taken Report (ATR) on the abduction and killing of six Naga civilians in May, warning that failure to comply could prompt the commission to exercise its civil court powers under Article 338A(8) of the Constitution.
In a reminder issued on September 2, the NCST said failure to submit the report within the stipulated period could result in summons being issued for the personal appearance or representation of the Manipur Chief Secretary and Director General of Police (DGP).
The directive followed a complaint filed on May 22 by social activist Asem Roshan Singh, a resident of Mayang Imphal Thana Wangkhei Leikai in Imphal West district.
According to the complaint, 20 Naga civilians, including men, women and a minor, were abducted from different locations on May 13, 2026. Eighteen of them were taken from Leilon Vaiphei, a Kuki village.
While most of those abducted were subsequently released, the mutilated bodies of six men were recovered on June 10 near Kharam Vaiphei village, close to Leilon Vaiphei.
The NCST had initially issued a 30-day notice to the Chief Secretary and DGP on June 16, seeking an ATR on the matter. The deadline expired without the report being submitted.
The commission has now set a fresh 15-day deadline for compliance. It said the ATR may be submitted by post, in person or through other available communication channels.
